NHS Oversight Framework

The NHS Oversight Framework is the structured approach NHS England uses to assess the performance of NHS providers. It measures organisational delivery across five scored domains and places providers into segments indicating their level of performance.

Segment 1: High performingThe organisation performs highly across most areas and any challenges have a narrow focus.
Segment 2: Above averageThe organisation performs better than average across most areas but may have some areas of challenge to address.
Segment 3: Below average and/or financial deficitThe organisation performs below average across multiple areas and may require more co-ordinated responses. Or, the organisation's delivery segment has been overridden due to finance concerns.
Segment 4: Low performingThe organisation performs below average in a range of areas and is likely to require a co-ordinated response and potential intervention.

Each metric is scored on a scale of 1 to 4, where 1 is the highest rating and 4 is the lowest. Providers in financial deficit are capped at segment 3 regardless of their metric performance.

Three provider types

  • Acute – Hospitals providing planned and emergency care
  • Mental health and community – Community and mental health providers
  • Ambulance – Emergency ambulance services
