NHS Oversight Framework 2025/26
The NHS Oversight Framework is the structured approach NHS England uses to assess the performance of NHS providers. It measures organisational delivery across five scored domains and places providers into segments indicating their level of performance.

Performance segments
Each metric is scored on a scale of 1 to 4, where 1 is the highest rating and 4 is the lowest. Providers in financial deficit are capped at segment 3 regardless of their metric performance.
